Das Mitteldeutsche Revier umfasst in Sachsen-Anhalt fünf Regionen: die kreisfreie Stadt Halle (Saale) sowie die Landkreise Anhalt-Bitterfeld, den Burgenlandkreis, Mansfeld-Südharz und den Saalekreis. Eine stolze Tradition bezeugt, wie die Braunkohle über Jahrzehnte Landschaft, Menschen und Strukturen prägte. Zwar stehen die fünf Regionen nun allesamt vor ähnlichen Herausforderungen. Aber jede von ihnen besitzt ganz spezielle Voraussetzungen, den Strukturwandel zu bewältigen. Die Wirtschaft der Regionen ist von unterschiedlichen Branchen geprägt und bietet so verschiedene Anknüpfungspunkte für die Entwicklung zukunftsträchtiger Industrien.

Zur Bewältigung des Strukturwandels „…leistet der Bund finanzielle Hilfe – in Höhe von bis zu 40 Milliarden Euro bis 2038. Zwölf Prozent dieser Gelder fließen nach Sachsen-Anhalt. Mit dem „Strukturstärkungsgesetz Kohleregionen“ hat die Bundesregierung einen inhaltlichen und finanziellen Rahmen geschaffen für den Einsatz der Strukturhilfen in den betroffenen Regionen. Die Finanzhilfen gelten insbesondere der Bewältigung des Strukturwandels und der Sicherung der Beschäftigung im Zuge des Ausstiegs aus der Verstromung von Braunkohle.“

„Die im Strukturstärkungsgesetz festgeschriebenen Finanzzusagen sind zweigeteilt. Der erste Arm des Gesetzes umfasst projektoffene Finanzhilfen von bis zu 14 Milliarden Euro, die für bedeutsame Investitionen der Länder und Gemeinden eingesetzt werden sollen.
Der zweite Arm des Gesetzes umfasst weitere Maßnahmen des Bundes von bis zu 26 Milliarden Euro.“

Aus: Richtlinie über die Gewährung von Zuwendungen an Gebietskörperschaften und sonstige Träger kommunaler Aufgaben in Sachsen-Anhalt nach dem Investitionsgesetz Kohleregionen (Richtlinie Sachsen-Anhalt Revier 2038) RdErl. der StK vom 30.11.2020 – SSW 01370:

„Antragsberechtigte und Zuwendungsempfänger sind Gebietskörperschaften nach § 2 Nr. 3 Buchst. b des Investitionsgesetzes Kohleregionen sowie sonstige Träger, soweit sie öffentliche, vor allem kommunale, Aufgaben in diesen oder für diese Gebietskörperschaften erfüllen.
Die Erfüllung kommunaler Aufgaben hat der Träger gegenüber der Bewilligungsbehörde nachzuweisen. Zuwendungsempfänger ist in der Regel der Eigentümer. Antragsteller mit gleichwertigen Nutzungsrechten können gefördert werden, wenn die Nutzungsberechtigung bis zum Ende der Zweckbindungsfrist gegeben ist und die Zustimmung des Eigentümers zum Vorhaben und zum Förderantrag vorgelegt wird. Zuwendungen können unter den Zuwendungsvoraussetzungen nach dieser Richtlinie und nach Abschluss einer entsprechenden Vereinbarung an Dritte, insbesondere an Stiftungen, Hochschulen und außeruniversitäre Forschungseinrichtungen weitergeleitet werden.“

Die Stadt Zeitz hat bereits Mittel für konkrete Projekte angemeldet, teilweise sind sie in Beantragung. Wir stehen 2021 noch am Beginn des Strukturwandelprozesses. Die Mittelbeantragung ist überhaupt erst seit Anfang Februar möglich. Gerne können Sie sich auf diesen Seiten in Kurzfassungen über bewilligte Projekte und solche in Vorbereitung informieren. Sie werden je nach Projektstatus ständig aktualisiert.

Für alle Projekte, die gemäß der Richtlinien des Strukturstärkungsgesetzes Kohleregionen umgesetzt werden, gilt eine 90 %-Förderung. Das heißt, die antragstellenden Kommunen müssen einen Eigenanteil von 10% aufbringen. Das ist für Zeitz als derzeit finanzschwache Kommune ein Problem. Deshalb bemühte sich die Stadtverwaltung rechtzeitig um Lösungen. Für Projekte in diesem Jahr mit Erfolg. Denn im Jahr 2021 übernimmt das Land Sachsen-Anhalt den Eigenanteil in Höhe von 10 %.
Ob dies auch im Jahr 2022 der Fall sein wird, ist noch offen. Gegenwärtig laufen Gespräche mit der Landesregierung mit dem Ziel, dass auch in den Folgejahren der aufzubringende Eigenanteil der Kommunen durch das Land vollständig übernommen wird.

In der Region Zeitz ist voraussichtlich ab Juli 2021 die Stabstelle für Strukturwandel des Burgenlandkreises eingerichtet (im Bahnhof Zeitz). Einer der Schwerpunkte dieser Stabstelle ist dann Transparenz und Bürgerbeteiligung. Außerdem plant die Stadt Zeitz ein Büro „Stadt der Zukunft“, das städtische Projekte bearbeiten und für entsprechende Bürgerbeteiligung zuständig sein wird.

Zwei lokale Orientierungsdokumente geben derzeit Visionen und Zielsetzungen, sowie ansatzweise Maßnahmen, für die Entwicklung vor: das „Leitbild Zeitz 2035“ und das ISEK (Integriertes Stadtentwicklungskonzept) „Stadt der Freiräume„.

Der Masterplan wird kein weiteres neben den schon bestehenden werden. Es geht vielmehr um die konkreten Schritte, die wirtschaftliche, städtebauliche und sozio-ökonomische Entwicklung im Strukturwandelprozess abzuleiten. Sprich: der Masterplan wird daraus Visionen und Ziele der Projekte kommunizieren und sicherstellen, dass sie den Förderkriterien aus dem Strukturstärkungsgesetz Kohlereviere entsprechen. Denn die Strukturwandelprojekte unterliegen bestimmten Anforderungen. Unter anderem müssen sie in das Leitbild zum Mitteldeutschen Revier passen und die Bürgerschaft angemessen beteiligen.

Ziff. 4.2. der Landesrichtlinie Investitionsgesetz Kohlereviere dazu:
„Um sicherzustellen, dass sowohl die Maßnahmen des Landes als auch des Bundes strategisch untersetzt und zielgerichtet umgesetzt werden, müssen sich alle Investitionsvorhaben in das Leitbild zum Mitteldeutschen Revier (Anlage 2 des Investitionsgesetzes Kohleregionen) einordnen lassen.“

Hintergrund
„Zeitz braucht einen Masterplan.“ Diese Feststellung traf Ministerpräsident Dr. Rainer Haseloff während einer Kabinettsitzung in Zeitz. Die Masterplanentwicklung und daraus folgende förderfähige Projekte für Zeitz maßgeblich zu unterstützen, sagte die Landesregierung mehrfach zu (siehe auch).
Die häufig öffentlich kolportierte Erwartung, die Landesregierung müsse oder werde einen Masterplan für Zeitz liefern ist falsch. Die Stadt Zeitz muss liefern, den Masterplan und Strukturwandelprojekte.
