    Ob das als ein bewusstes Signal gesetzt war ist offen. Draußen am Bürgerhaus weht jedenfalls das Banner „REVIERWENDE“ im Wind, davor ein paar Fahrräder. Wind als eine der erneuerbaren Energien und Mobilität – auch drinnen ein Thema hier in Hohenmölsen. Im Saal auf großformatigen Plakaten Statements von Menschen, die zu Beginn der Neunziger einen ersten tiefgreifenden Strukturwandel erlebten – wie ein Zeigefinger: vergesst nicht die Wurzeln. Hier also, mittendrin im Mitteldeutschen Revier wird über Chancen und Risiken beim Umbau der Kohle- in eine Energieregion diskutiert.

    Das Wort Krise fällt öfter heute angesichts der aktuellen Entwicklungen seit Beginn des Ukrainekrieges. Davon ahnte vor zwei Jahren niemand, als das Investitionsgesetz Kohleregionen zur Unterstützung der Reviere im Kohleausstieg beschlossen wurde. Also kommen zu den „alten“ Fragen neue. Wo stehen wir im Strukturwandel? Welche Auswirkungen haben die aktuellen Krisen auf die Regionen? Was bedeutet das für die Entwicklung der Unternehmen, die Ausbildung und Personalplanung? Fragen, die mit Betriebsräten, Gewerkschaften, Politik, Wirtschaft und Verwaltung heute, thematisch wohlgeordnet und von Theo M. Lies moderiert, diskutiert wurden.

    Krise? „Wir haben keine Krisenphase, wir sind in einer Gestaltungsphase,“ sagt Matthias Lindig. Zu gestalten gäbe es gerade jetzt für Betriebsräte und Gewerkschaften jede Menge, betont der Betriebsratschef der MIBRAG. Zumal deshalb, weil das Gesetz strukturwandelrelevante Bereiche wie Unternehmensförderung, Bildung und Ausbildung ausblende, sieht er hier die betrieblichen Sozialpartner und lokalen Entscheidungsträger gemeinsam in besonderer Verantwortung. Mitbestimmung und Beteiligungsformate seien in diesem Strukturwandelprozess wichtig.

    Seine Gewerkschaft bemühe sich seit Jahren, strukturell wichtige Prozesse mitzugestalten, betonte Florian Hüfner (IG BCE). Das sei bisweilen gerade im Süden des Landes in betrieblichen Ebenen nicht einfach. Denn es gäbe eine ganze Reihe nicht unbedeutender Unternehmen, in denen es in Sachen Mitbestimmung und Beteiligung teils beträchtlichen Nachholebedarf gibt.

    Beteiligungsprozesse sind wichtig im Strukturwandel. Eine Orientierung auf Zukunftsfelder für eine erfolgreiche wirtschaftliche Entwicklung der Region soll der Revierkompass geben, den Henning Mertens von der Metropolregion Mtteldeutschland referierte. Der Revierkompass beschreibt, nach einem gemeinsamen Strategieprozess der beteiligten Gebietskörperschaften, im Ergebnis die Strategie in prägnanter Form und verbindet sie mit den sozioökonomischen Rahmenbedingungen bis zum Jahr 2040. Neben dem Team der Metroplregion Mitteldeutschland waren unzählige Akteure aus Zivilgesellschaft, Wirtschaft, Politik und den Verwaltungen beteiligt. Die Basis bildeten insgesamt 22 Bedarfsuntersuchungen, Machbarkeitsanalysen und regionalwirtschaftliche Studien in fünf Handlungsfeldern. Und wo stehen wir heute im Strukturwandel?     Gut aufgestellt und dennoch Sorgenfalten. So etwa lässt sich beschreiben, was die Verwaltungschefs miteinander diskutieren und an Einschätzungen teilen. Wichtige Infrastrukturprojekte, städtebauliche Projekte, Schulsanierungen und mehr – in den Städten und Gemeinden wird hart gearbeitet, den Strukturwandel zu gestalten.
    Doch für die Kommunen, hier waren sich alle einig, seien die steigenden Energiekosten ein Riesenproblem, schon als Kostenblöcke an sich in Zeiten klammer Kassen. Doch die Herausforderung bestünde darüber hinaus in der Gestaltung dessen, was sie zur Bewältigung des Strukturwandels auf den Weg gebracht hätten. Viele Kommunen kämen durch die steigenden Kosten in Not, die Eigenanteile für die angebahnten Projekte aufzubringen.

    Ein weitaus größeres Problem beschreiben sie übereinstimmend die aktuelle Energiekrise als latente Bedrohung der industriellen Basis. Habe die uns gut durch die Finanzkrise getragen, stehe die Industrie im Revier nun durch die Entwicklungen selbst vor immensen Herausforderungen. Dennoch werde man natürlich miteinander an den Strategien zur Bewältigung der Folgen aus dem Kohleausstieg konzentriert weiterarbeiten. Dafür war die RevierWENDEkonferenz ein gute Boden für den Austausch und gegenseitige Information.

    Ideenwettbewerb: „Mitmachen, gemeinsam machen: Wir gestalten den Strukturwandel in unseren Regionen!“

    Das neugegründete Kompetenzzentrum für Regionalentwicklung des BBSR führt im Auftrag des Bundesministeriums für Wohnen, Stadtentwicklung und Bauwesen (BMWSB) den Ideenwettbewerb „Mitmachen, gemeinsam machen: Wir gestalten den Strukturwandel in unseren Regionen“ durch.

    Gesucht werden besonders innovative bzw. kreative Ideen mit Bezug zum Strukturwandel in den Braunkohlerevieren (Lausitz, im Mitteldeutschen Revier und im Rheinischen Revier). Es sollen fünf Preisgelder in Höhe von 20.000 € vergeben werden. Der Schwerpunkt des Wettbewerbs wird auf Maßnahmen gerichtet, die die Verbesserung der Lebensqualität vor Ort und die Stärkung des gesellschaftlichen Zusammenhalts zum Ziel haben.

    Die Stadt Zeitz möchte mit Hilfe des Projektbüros „Stadt der Zukunft Zeitz“ die erfolgversprechendste Projektidee aus Zeitz bei der Entwicklung Ihres Wettbewerbsbeitrages unterstützen.

Abschließend wählt der Beirat ein Projekt aus, das vom Projektbüro bei der Erstellung einer aussagekräftigem Ideenskizze zur Bewerbung beim Bund begleitet wird.

    Darüber hinaus sind natürlich alle Projekte eingeladen, sich auch „auf eigene Faust“ beim BBSR zu bewerben und eine Förderung „nach Zeitz zu holen“.

    SCHICHT IM SCHACHT? Vonwegen, davon will Andy Haugk nichts wissen. Im Gegenteil, die Begegnung mit diesen klugen jungen Menschen lasse ihn um die Zukunft nicht bange werden. Der Hohenmölsenser Bürgermeister ist seit 2011 auch Präsident der Kulturstiftung Hohenmölsen. Die war vom 18. bis 20.09. Gastgeberin für 16 Studierende bei der diesjährigen Sommerakademie (Somak). Am letzten der drei Tage waren wir mit Kamera und Notizblock dabei. Das hat sich gelohnt.

    Als ich im Bürgerhaus Hohenmölsen ankomme offerieren Lena Machens und Ann-Kathrin Foßler (Bild unten links) ihre Bewertung von vier Gestaltungsprinzipien der Permakultur. Es geht also um geschlossene Ökosysteme und die Dauerhaftigkeit in der Landwirtschaft. Nachhaltigkeit, überhaupt soetwas wie ein roter Faden bei dieser SOMAK 2022.     … ganz viel, höre ich wie aus einem Munde von den jungen Frauen, die in Merseburg und Koblenz studieren. Der Austausch sei ihnen wichtig und wie Fachleute ihre Theorien bewerten. Spannend seien auch die Ideen anderer Teilnehmer*innen und die Begegnungen mit Menschen wie Problemlagen der Region. Sie würden gerne solch ein Angebot wie die SOMAK wieder nutzen.

    Tags zuvor trafen Sie mit lokalen Verantwortungsträgern aus Verwaltung und Politik zusammen. In der Zeitzer Nudel diskutierten sie über Harausforderungen des Strukturwandels in der Region mit Landräten und Politikern. Eine Befahrung des Tagbaus Schleenhain war auch im Programm, um hautnah die Braunkohlenförderung zu erleben.

    So bunt wie das Programm waren auch die Themen, welche Teilnehmenden in ihren Vorträgen präsentierten. Manche riefen Erstaunen, andere Widerspruch hervor. Die Debattenkultur wohltuend offen und freundlich. Das fanden auch die fachlichen Berater*innen aus Wissenschaft und Wirtschaft.

    Letztere, Professor*innen und Unternehmensvertreter*innen hatten viel zu tun, die Vorträge der Teilnehmer*innen zu begutachten, auszuwerten, zu besprechen. Und am Ende auch die Qual der Wahl. Denn bei der Sommerakademie ist die Vergabe von Anerkennungs- und einem Förderpreis seit langem guter Brauch. Einzig beim Publikumspreis war die Jury außen vor, weil den die Teilnehmenden selbst bestimmen.

    Keine leichte Aufgabe für die Jury bei dieser Vielfalt und hohen Qualität der Vorträge. Das erste Bürgerschiff Deutschlands ist uns hier begegnet, welche Ideen es für eine nachhaltige Finanzwirtschaft gibt wurde diskutiert, wieviel und wo der Reifenabrieb unserer Autos landet hat uns ebenso erstaunt, wie der Maustag in einem Museum oder die Ideen für das zweite Leben einer fast verfallenen Schachtanlage. Das sind nur einige Beispiele für tolle Beiträge, die wohl alle einen Preis verdient hätten.
    Dabei ist jedoch klar – alle Teilnehmer*innen sind Gewinner, auch ohne Preis. Wir konnten bei der Preisvergabe spüren, wie hier jeder dem anderen die Anerkennung gönnte.

    Bevor die Somak-Teilnehmer*innen, das Orgateam nebst aller, die dabei waren zum Steigerlied anhoben sprach Prof. Dr. habil. Andreas Berkner. Mit dem Hinweis auf drei Jubiläen im kommenden Jahr, trifft er eigentlich schon den Nagel auf den Kopf, wenn man ein Fazit ziehen wollte.

    Dann nämlich gibt es im 25. Jahr der Kulturstiftung die bereits 20. Sommerakademie und die wird vermutlich wieder von Ulrike Kalteich organisiert, die dann das 10. Jahr dabei ist. Allein diese Kontinuität sagts schon einiges aus über die Qualität der SOMAK Hohenmölsen. Deren Ergebnisse übrigens werden peinlich genau dokumentiert und wie in den Jahren zuvor in einer Broschüre publiziert. Es geht auch hier um den Sinn der Kulturstiftung, die Bewahrung.
    Wie deren Präsident Andy Haugk bemerkte: „Nur wenn wir wissen, woher wir kommen können wir wissen, wohin wir wollen.“
