Inzwischen tagte der Beirat das zweite Mal, zuletzt vor etwa einer Woche. Wegen der Corona-Pandemie berieten die TeilnehmerInnen in einer Videokonferenz. Neben der eigenen Kompetenz kann der Beirat nach Bedarf auch externen Sachverstand hinzuziehen.
So waren für diesen Beirat Dr. Franziska Krüger, Leiterin der Stabstelle Strukturwandel bei der Staatskanzlei und, als Stabstellenleiter Strukturwandel beim Burgenlandkreis, Peter Neßmann zugeschalten.

Dr. Franziska Krüger erläuterte den gesetzlichen Rahmen, die fördertechnischen Grundsätze und Möglichkeiten für Projekte und Aktivitäten aus dem Strukturstärkungsgesetz (mehr Information).  Wichtiges Thema auch: welchen Herausforderungen müssen wir uns stellen, welche Potenziale können wir nutzbar machen, wie legen wir unsere Projekte und Strategien an, diese Herausforderungen anzunehmen? Ein weites Feld für den Beirat, hier Schwerpunkte zu setzen und an der strategischen Ausrichtung aktiv mitzuwirken.
Nachdem Martina Kuhaupt, Leiterin des Digitalisierungszentrums Zeitz, dessen Ziele, Aufgaben und Angebote präsentierte, erläuterte Peter Neßmann die Innovationsregion Mitteldeutschland und das dort platzierte Projekt Beteiligung im Mitteldeutschen Revier. Wir erinnern uns, Tage zuvor lief der 2. Bürgerdialog im Burgenlandkreis.

Oberbürgermeister Christian Thieme nahm im Beirat Stellung zur strategischen Aufstellung der Stadt Zeitz und erläuterte Projekte. In einer Liste stünden demnach 160 Projekte für die Region. Es kommt nun darauf an, sie sowohl nach ihrer Förderfähigkeit zu identifizieren, als auch auf nachhaltige Wirkung hin zu priorisieren. Eine Kerneraufgabe, bei der zwei Instrumente helfen sollen, gute Projekte zur Antragsreife zu bringen: die Stabstelle Strukturwandel, Digitalisierung und Regionalentwicklung Burgenlandkreis (bereits bewilligt, wir berichteten) und für die städtischen Projekte das Büro „Stadt der Zukunft“ (in Planung).

Am Ende war deutlich, wir stehen zwar am Anfang eines langen Prozesses, Zeit verschenken oder Kräfte in falschen Schwerpunktsetzungen vergeuden geht nicht. Ideen, Ausdauer und Energie sind gefragt. Beiratsmitglieder regten denn auch an, über eine Wiederbelebung der Bahnverbindung Zeitz-Naumburg ebenso nachzudenken, wie langfristig Erweiterungen des Mitteldeutschen S-Bahnnetzes, etwa in Richtung Altenburg ins Visier zu nehmen.
Diskutiert wurde auch die Frage, wie hier vor Ort die Bürgerschaft beteiligt und die Öffentlichkeit über den Fortgang der Projekte und den Prozessverlauf informiert wird.
Gute Botschaft zum Schluss: es gibt zwar noch Abstimmungsbedarf zwischen den Ländern, doch beim Bund sind die Mittel für die Ertüchtigung der Strecke Gera-Zeitz-Pegau-Leipzig zur S-Bahn-Anbindung im Haushalt platziert.
